The state government has fulfilled the promise made to the farmers by fulfilling the promise of implementing the crop loan waiver scheme. After the plan was approved by the Council of Ministers, the Farmer Welfare and Agricultural Development Department has issued detailed guidelines for effective implementation of the scheme. Under the scheme the amount will be deposited in the crop loan accounts of eligible farmers through Direct Benefit Transfer System from the State Treasury. Under the scheme, farmers who took crop loan from cooperative banks, regional rural banks and nationalized banks will be eligible for a maximum benefit of up to Rs 2 lakh.
Eligibility criteria for crop loan waiver
Those farmers, who are registered as defaulters in paying the outstanding amount of crop loan given by the lending institution in the regular loan account in the state as on March 31, 2018, farmers who had a regular outstanding loan on them on March 31, 2018 and those who have repaid their loan fully or partially till December 12, 2018, will also get the benefit of the scheme.
Under the scheme, the short-term crop loan as defined by the Reserve Bank of India / NABARD provided by the loan provider agencies for crop production on April 1, 2007 or thereafter taken from the loan provider agencies, crop loan which has been declared time barred for cooperative banks or has been declared Non-Performing Asset (NPA) for other loan provider banks as on March 31, 2018, farmers who have repaid their crop loan fully or partially by December 12, 2018, which has been declared as NPA or time barred as on March 31, 2018, will also get the benefit of the scheme.
Criteria: Farmers residing in Madhya Pradesh, whose agricultural land is located in Madhya Pradesh and who have taken short-term crop loan from the bank branch of the loan provider institution located in the state or have taken short-term crop loans provided by Primary Agriculture Credit Co-operative Societies and those farmers whose crop loan as per the Reserve Bank / NABARD guidelines, have been restructured due to natural calamity shall be eligible for the scheme.
Category of ineligibility
The farmers who have taken security loans from companies or other corporate entities, even if distributed by the lending institutions, crop loans taken by farmers’ groups, crop loans taken by Farmer Producer Company or Farmer Producer Organisation (FPO) or crop loan taken against gold will not be included in the scheme.
Priority order of banks
While giving priority to small and marginal farmers, the priority order of banks would be Cooperative Banks, Regional Rural Banks and Nationalized Banks. To avail the benefits of the scheme, it is necessary for the farmers to get their Aadhaar number seeding and certified in the crop loan accounts. The farmers who do not have Aadhaar number seeding in crop loan accounts will be given an opportunity for this purpose.
Disqualification/Ineligibility for the scheme
MPs, MLAs, District Panchayat President, Municipality / Nagar Panchayat / Chairman of Municipal Corporation/ Mayor, Krishi Upaj Mandi President, Presidents of Co-operative Banks, Corporation formed by Central and State Government, Chairman or Vice President of Boards or Mandals, all Income Tax payees, all government officers/employees of the Government of India and the state governments, all officers / employees working in their corporations / boards/ semi-government institutions (excluding Class IV employees), recipients of pension of Rs 15,000/ per month or more (excluding ex-servicemen), persons, partners / firms / firm operators / registered in GST on December 12, 2018 or earlier will be ineligible for the scheme.
Self-certification by the eligible farmer will be valid for the scheme. A State-level Implementation Committee will be authorized to make changes or improvements in the list of disqualification / ineligibility and for the rationalization of the loan standard.
MP Online to prepare portal
M.P. Online will create a portal for the implementation of the scheme. The task of portal management will be handled by the Farmers Welfare and Agriculture Development Department in collaboration with a competent technical institution. The work of collecting the white lists of the non-aadhar card seeded loan accounts and green lists of aadhar card seeded loan accounts of the Regular Outstanding Loan of the above period and NPA / time barred loans will be done from the crop loan waiver portal of all the nationalized banks, Regional Rural Banks (RRBs), Cooperative banks in the district under the supervision of the District Collector and the work to display it on the concerned bank branch notice board and in every gram panchayat will begin on January 15, 2019.
After publication of the list, the green-coloured applications from the farmers of Aadhar card seeded (green list) and white-coloured applications from the farmers of non-Aadhar card seeded list (white list) will be obtained offline in the Gram Panchayat office after getting the list pasted in the Gram Panchayat. The farmers will have the right to submit objection or claim on the information displayed in the green or white list. For this, the concerned farmer will have to fill a pink application form. Details of the three types of applications (green, white and pink) filled by the farmers will be given in the Gram Sabha meeting on January 26, 2019. Those farmers who will not be able to fill the applications till January 26, they will be given time to submit the applications in the gram panchayat till February 5, 2019.
For this task, government employees (not below the rank of grade III) will be deputed by district collector, besides secretary/Gram Sahayak of Gram Panchayat. Chief Executive Officer (Janpad Panchayat) will be made responsible for execution of the scheme in each development block. The farmers whose name is in non-aadhar card list seeded list (white list) will reach bank branch concerned for aadhar card seeding. Aadhar card seeding work will be carried out between January 15, 2019 and February 05, 2019 in each bank branch/society. For completing this task, systematically, district collector will frame programme village and bank branch//society wise. Farmers will not be able to get benefit under the scheme without aadhar card seeding or filling application form.
Off line application will be submitted by farmers in the Gram Panchayat, where agriculture land is located in the jurisdiction of gram Panchayat. Application will be submitted in civic body concerned in case of agriculture land in urban area. With the application form, it is mandatory to attach a copy of aadhar card and main page of passbook of bank loan provided by nationalised bank or regional rural bank.
In case of loan from cooperative bank or primary agriculture credit cooperative society (PACS), the book of bank loan won’t be needed. If farmer has agriculture land in many Gram Panchayat, application will be submitted in one form for all agriculture land for crop loan in the Gram Panchayat (where the farmer resides). Receipt of the off line application will be given to applicant by Gram Panchayat (by civic body in case of agriculture land in urban area).
Data entry work of all off line application will be carried out by collector in each gram panchayat of fixed centralised or decentralised places from January 26, 2019. After verification of entries from off line application on portal, information related with all off line application concerned will be uploaded on portal. SMS will be sent by automated system to farmer as information is uploaded on the portal. Collector will provide copy of online application to farmers. Additional time will be given to farmers who will not mention aadhar card in off line application or bank loan account number.
Provisional claims to be registered on portal
Verification of online application and certification work will be carried out on the portal by bank branches. Aadhar number in the bank account verified and certified in bank account, will be authenticated from the portal of UIDAI (Unique Identification Development Authority of India). This authentication will be made in bank branch.
It will be responsibility of the concerned bank branch/society to ensure that farmers’ information according to the bank record as the Aadhar card carries and name, father-husband’s name, village name has been authenticated from aadhar card. This will be also be cross-checked by bank branch/society that information received in green and white application is matched with information available in bank branch/society or not. Bank branch/society will carry out brief information where the information is not matched.
Provisional claim of the amount will be put on the portal as per the government policy, after data verification and certification by bank branch / society. Information about the claims will be available to other bank branch / societies. Any bank branch/ society will raise objection on the said provisional claim in seven days on the portal. Subsequent claim will be considered by concerned bank branch/ society after not filing objection in the time limit.
Provisional claim lists of different loan providing agencies taken on each aadhar card, will be approved as the rules after redressing claim/objection, after verification of data and certification under the monitoring of district level execution committee and DLCC. Pink application form will be sent by district collector to concerned bank branch/society and concerned bank branch/society will redress after examination. NPA/lapsed loan will be given the final shape after consultation with the banks by the state government through one time settlement (OTS).
Demand letter of the district will be sent to Director, Farmers Welfare and Agriculture Development in the prescribed format by district collector, after approval by district level execution committee and DLCC after counting it on the portal. Budget allotment will be made to deputy director, farmer welfare and agriculture development by the agriculture department. The amount will be deposited in farmer’s account through DBT (RTGS/NEFT/NACH) by deputy director, farmer welfare and agriculture development after approval from district level execution committee. SMS will also be sent to farmer benefited on his/her registered mobile number on the time of each payment.
Kisan Samman Patra to be given to farmers benefited
Loan relief certificate will be provided to farmers whose regular outstanding loan/NPA/lapsed loan will be adjusted by concerned bank branch/society after receiving payment. The farmers who paid fully or partially the dues till March 31, 2018 by December 12, 2018 will be feted with Kisan Samman Patra. Loan relief certificates and Kisan Samman Patra will be distributed in public programmes. The list of farmers will be displayed in each bank branch and concerned Gram Panchayat after giving benefit. State level execution committee will be authorised for change in fixed execution process or proposed dates.
Training will be imparted to concerned officials and employees for better execution of the scheme. District level execution committee will have all rights to redress complaints related with execution of the schemes as per the circular and rules.
