He has been seen as one of the most powerful bureaucrat of the country but Aman Singh, the Principal Secretary to the Chhattisagrh Chief Minister, was in a totally new avatar as he spoke in the CEO forum recently.
Aman Singh pointed to several of the instances back from year 2003 when Dr Raman Singh was first elected as Chief Minister of the state.
