Beirut explosion: Death toll rises to 113; Two-week state of emergency declared

Beirut: The Lebanese government has declared a two-week state of emergency, as Lebanon cabinet seeks house arrest for officials over blast. The government announced the measure during a cabinet meeting, according to the Associated Press.
