A spokesman of Himachal Road Transport Corporation has clarified here today that the complaint by Raghunath B. Mahabal, Advocate, High Court Mumbai & National Green Tribunal is made with distorted facts and dishonest motives and no illegal gain was allowed to anyone in the open tendering process as alleged.
The spokesman said that the procurement is made through inviting open tenders with wide publicity through print media and as such the allegation is wrong and contrary to facts. He said that that it is matter of record that the price discovered in this tender is lowest in India so far as per previous data available.
He said that the previous tender was floated by HRTC more than two years back and after learning from the previous processes HRTC decided not to go for AMC in the tender floated this time and no omission as alleged has been made. He categorically stated that no AMC provision was kept in the RFP Document floated on 12.09.2018 and the allegations made are contrary to facts.
He further clarified that the tendering process was open and most transparent allowing maximum participation and during the pre bid 7 vehicle manufactures has participated.
In the tender, four Indian Vehicle manufactures who are fulfilling all the eligibility criteria and also registered under FAME scheme of DHI, GOI submitted the bids. As a matter of fact, HRTC while framing tender document has kept the sanction condition imposed by DHI, GoI to ensure that bid document is not restrictive and maximum participation is ensured.
The spokesman further said that the allegation regarding framing the qualifying criteria to suit ant any individual is highly objectionable since no vehicle manufacturer was debarred and price discovered in tender is lowest in India.
He said that no change has been made after opening the financial bid. To ensure the transparency Tenders were opened in the presence of bidders as per the terms and conditions mentioned in the tender document. He said that all technical, operational and commercial interests of HRTC are fully secured as per the tender document.
