The state government released guidelines to ensure strict compliance with the time limit in the implementation of the Chief Minister’s Crop Loan Waiver Scheme. The scheme should be implemented in collaboration with the field employees-officers of all departments, corporations, boards and bodies.
At the district level the Collector will be responsible for the implementation of the District Panchayat Yojana, similarly the Chief Executive Officer will be responsible at the level of the block level and the Sub-Divisional Officer (Revenue) at the division level. From January 8 a special campaign has begun for the Aadhar card seeding of crop loan account in the loan provider institution / bank branch of the beneficiary farmers of the scheme.
Collectors should fix days village-wise for each bank branch / committee. Government employee should be appointed to guide the farmers in the bank branch / committee for necessary co-ordination and aadhar seeding.
The work should continue till February 5, 2019. After obtaining the green list and non-aadhar seeded white list of potential eligible farmers from the portal, it should be pasted in every gram panchayat office and bank branch committee for aadhar seeded crop loan accounts. Display the green and white list of all bank branches/committees of the service area of all the related gram panchayats before January 25.
After publication / pasting of the list, green applications should be obtained offline from the farmers of the Aadhar card seeded list (green list) and application of white colour from the non-Aadhar card seeded list (white list) at the Gram Panchayat office. Arrangements should be made to get applications in urban areas also so that farmers who have taken loans and are agricultural land holders can submit applications in urban bodies. Pink application forms will have to be submitted in the gram panchayat by those farmers whose names are not in both lists or for claims-objections for checking errors in the lists.
The green, white and pink applications are being printed in adequate number and are being provided to the district headquarters till the morning of January 13 by the Department of Agriculture. Arrangements will be made to keep these applications in adequate number at every gram panchayat and bank branches.
A government employees not below Class-III level will be appointed as nodal officer along with Gram Panchayat Secretary and Gram Rozgar Sahayak in each gram panchayat who will receive applications in the Gram Panchayat office till February 5. The acknowledgment receipts of the applications will be issued only by the Nodal Officer and every application received will be entered in the register.
The list of applicants filing green, white and pink application forms will be read out in Gram Sabha on the Republic Day, January 26, 2019. In addition to this, names of farmers who are in the green and white paper lists but they won’t be able to submit application by January 25, will also be read out. Arrangement will be made to receive applications from those who won’t be able to submit applications between January 27, 2019 and February 5, 2019. Data entry of applications received will be carried out on the portal. SMS will be sent to farmers as soon as information is uploaded on the portal. Collector will make arrangement to provide copy of data entries on the portal to farmer. Pink application forms to be received from gram panchayat, will be sent to concerned bank branch/society by district, where bank branch will verify this with its own records. After finding claim/objection correct, information on the portal will be rectified by bank branch.
Entries of applications received at gram panchayat level will be made at data entry centre between February 5 and 10. Information available on the portal will be accessible to banks. Verification of detail of loan account on portal and aadhar card certification will be made. If bank account in any nationalized bank is not authenticated with Aadhar card, it will be authenticated with UIDAI portal by the nationalized bank concerned. Adhar authentication of loan accounts of cooperative banks will be carried out by MAP-IT through authorised authentication user agency (AUA).
Provisional claims will be displayed on the portal, and all bank branches/societies will be able to get information about claims and they can submit objection on such provisional claims. Arrangement will be made to record objection on the portal between February 10 and 17 if any bank branch/society raises objection on provisional claim. Accounts not having any objection will be proposed for examination and recommendation of DLCC. Claims and objections in the provisional claim lists of different loan providing agencies, will be redressed between February 18 and 20, by verifying and certifying data under the supervision of DLCC. Priority will be given to cooperative bank, regional rural bank and nationalized bank respectively at the time of payment to small and marginal farmers in the first phase in the list to be received following recommendation of DLCC.
After this, on the basis of the lists approved by district level execution committee, demand for allotment will be made from director, farmer welfare and agriculture development by district collector. Bank branch will be given option to duly upload on the portal n the approving claim objection of farmer by concerned bank branch on the pink application form.
The amount will be deposited continuously from February22 in loan account of benefited farmer through DBT (RTGS/NEFT/NACH). SMS related with the payment will be sent by the portal on registered mobile number of farmer at the time of payment.
The farmers who will be benefited under the scheme will be given loan waiving certificate. The farmers who partially or fully repaid their dues on March 31, 2018 till December 12, 2018 will be given Kisan Samman Patra, part from providing benefit under the scheme.
Distribution of loan waiving certificates and Kisan Samman Patra will be made in public function. Lists of farmers to be benefited under the schemes will be displayed in each bank branch and concerned gram panchayat.
