One of the worst rampage that occurred in Mumbai was on Elphinstone bridge on 29 September where 23 people perished in the accident. Now a Railway inquiry report blamed the rains rather than narrow bridge for the accident and loss of lives. In a report submitted to General Manager of Western Railways, the Chief Security Officer led panel has blamed the rain for the mishap as many of those who were standing near ticket counters also came to seek cover of the bridge which was overcrowded as it is. The panel claims to have probed the video footage as well as recorded statements of over two dozen of the passengers.
